Section Four of the archives contains the records of thirty-six meetings of the Chapter General of the Order of the Hospital, dating from 1330 until 1776.  Normally, the Chapter General met once every five years, although the Master could call additional meetings as needed.  Between 1587 and 1631, the Chapter General met less regularly, with a gap of ten years or more between meetings. The final chapter general on Malta (in 1776) met 145 years after the previous one in 1631.

The Chapter General was the assembly of the Order, which met for fifteen days to conduct business, enact legislation, and confirm or repeal old statutes. The Master convened it under papal authorization, conveyed by a papal bull, as recorded in the minutes. The Master summoned the heads (or priors) of each langue to attend at a specific time and place, usually the location of the central convent.  The prior of the langue could send two deputies except when the Master demanded his presence in person. Some meetings of the Chapter General were held in conjunction with other business, such as auditing the Order's accounts or in anticipation of a siege.  The pope had final approval over the Order's legislation.

(Caracciolo was an anti-master, elected in 1383 during the Avignon controversy with the support of Pope Urban VI [Rome]. The convent in Rhodes did not recognize his authority; instead, they considered Juan Fernandez de Heredia, supported by Pope Clement VII [Avignon] the proper head of the Order. See J.     • All the debts of the chapter general were calculated at the chapter general in Rome in 1467.  The chapter general allocated the annates for five years to solve the debts, but this was not possible. Therefore, the debts to the treasury should be computed; the members of the order must pay their debts to the common treasury for the sustenance and maintenance of the convent of Rhodes; it will be necessary for the king of France to pay a certain sum for five years, and he will be ordered to do so by separate letter.
